Is Nelli assistive technology?
This is the most common question we receive from plan managers. The answer is yes, and the basis for that answer is the NDIA's own definition.
The NDIS defines assistive technology as:

The NDIS AT definition does not require a device to be:
- Physically modified or adapted for disability use
- Exclusively designed for people with disability
- Unavailable to the general public
The test is functional purpose and whether the support is reasonable and necessary for the participant's disability-related needs.
Why Nelli meets the AT definition
The Nelli Smart Hub is a closed system. It has no web browser, no app store, no social media, no streaming, and no gaming. It cannot function as a general-purpose tablet or smart device in any capacity. Its sole function is supporting daily routine management, task initiation, and independence in home living activities through visual schedules, audio prompts, and a reward-based system.
This makes Nelli functionally distinct from consumer technology. It supports participants to complete daily living tasks they have difficulty doing independently due to their disability, which is precisely the function the NDIS AT definition describes.
In May 2026, the NDIA provided written correspondence confirming that the Nelli Smart Hub may qualify as low-cost assistive technology where it meets the reasonable and necessary criteria. A copy of this correspondence is available in the resources section below.

0103 is the most commonly used registration group for Nelli claims.

Assistive technology is GST-free under Australian tax law where it is purchased for use by a person with a disability. The Nelli Smart Hub qualifies under this exemption.
Low-cost AT — no pre-approval required
The Nelli Smart Hub is low-cost assistive technology under NDIS pricing definitions.
The NDIS defines low-cost AT as items under $1,500 per item. For low-cost AT, the NDIA states:

- give us quotes
- evidence
- assessments
- ask us for approval before you buy it."
A written NDIA pre-approval is not a standard requirement for low-cost AT. Eligibility is determined by whether the support is reasonable and necessary for the participant's disability-related needs, not by a blanket pre-approval process.
